[WT-support] WT and IC7400 can't communicate properly

Set IC-7400 menu No. *38 CI-V Transceive* *ON *(other programs may use
polling, so they may have turned CI-V Transceive OFF).

In Win-Test Interface Configuration, check "Use CI-V Transceive" and make
sure that "Don't Poll" is checked.
