Chances are high that the file is actually named arrl-all.dtb.dtb, which
Win-Test will ignore.

Follow the instructions linked below to make Windows to display COMPLETE
file names instead of truncated names, and the problem will be obvious:

Also, please make sure that your Win-Test shortcut Properties have the "Run
as an Administrator" box checked, otherwise Win-Test will not look in the
proper folder for the .dtb file.
