Yes according to http://docs.win-test.com/wiki/Database_Files, Win-Test uses
ARRL-ALL.DTB for the CQ 160 contest.

   2. Download ARRL-USVE.ZIP from
http://download.win-test.com/databases/and move it to this directory
   (Note, this file is now almost three years old and may have lots of
   incorrect info)
   3. Unzip ARRL-USVE.ZIP to create ARRL-USVE.DTB in the /databases
   directory
   4. Copy or Rename ARRL-USVE.DTB to ARRL-ALL.DTB
   5. In Win-Test, type REOPENNOW [Enter] to restart Win-Test
   6. Tools | Data Entry | Exchange Guessing | Automatically
   7. Type a call like "N6TV" and you should see that the exchange "CA" will
   be entered automatically
