Most likely, you forgot to permanently change the Properties of the
Win-Test shortcut to "Run as an administrator," as discussed here
previously, many times.  If you don't do that, Win-Test will look in the
wrong place for country files.  For example, instead of looking in
c:\ProgramData\Win-Test\CountryFiles, it may look in
%localappdata%\VirtualStore\ProgramData\Win-Test\CountryFiles or in some
other obscure directory.

You can confirm this by doing the following:

   1. Start, All Programs, *Accessories*
   2. Right click on *Command Prompt* and select *Run as an Amdministrator*
   3. Enter the two following commands:
   cd \
   dir cty*.dat /a /b /s

This will locate the files you are downloading (but not using).
