I think there is a misunderstanding.

The number indicates the number of stations which are new (calls / DXCC 
/ Zones / HQ), but not the number of *different* (DXCC / zones / HQ) 
they represent.

In your cases, 37 stations were potentially new zones, but not 37 
different zones.
