[WT-support] Error opening UDP socket 10013

Did you check to see if  *DisableAddressSharing* was set to 1 in the
Windows Registry?  If so, set it to 0 as described in the
FAQ<http://docs.win-test.com/wiki/FAQ:Networking#UDP_error_opening_socket_.2310013_and_.2310038_Errors>
