First, did you mean "Press *Caps Lock *to switch focus to Secondary Radio"?
The [*] key swaps primary and secondary, it doesn't change focus to
secondary.

The default "Check band" scenario doesn't have any $TR commands in the
Secondary Radio column. So when the secondary radio has the focus (yellow
background), nothing will be sent on the primary radio.

Try changing it to:

$RESET $R1R1 $F1 $R1R2 $TR2 $MSG1

There is great confusion because $TR2 doesn't mean "transmit on secondary
radio". It means "Transmit on OTHER (inactive) radio" (the one without the
focus). There is great confusion also because Radio 1 can be either the
Primary OR the Secondary radio, then you can swap them.

Try the following (copied from SO2R_Advanced.ini in /cfg directory):

[CW Scenario 3]
Name=Check Band
Primary F1=$RESET $R2R2 $F1 $R1R2 $TR2 $MSG1
Primary F2=$R2R2 $F2 $R1R2 $TR2 $MSG1
Primary F3=$R2R2 $F3 $R1R2
Primary F4=$R2R2 $F4 $R1R2
Primary F5=$R2R2 $F5 $R1R2
Primary F6=$R2R2 $F6 $R1R2
Primary F7=$R2R2 $F7 $R1R2
Primary Insert=$R2R2 $INSERT $R1R2
Primary Plus=$RESET $R2R2 $PLUS $R1R2 $TR2 $MSG1
Secondary F1=$RESET $R1R1 $F1 $R1R2 $TR2 $MSG1
Secondary F2=$R1R1 $F2 $R1R2 $TR2 $MSG1
Secondary F3=$R1R1 $F3 $R1R2
Secondary F4=$R1R1 $F4 $R1R2
Secondary F5=$R1R1 $F5 $R1R2
Secondary F6=$R1R1 $F6 $R1R2
Secondary F7=$R1R1 $F7 $R1R2
Secondary Insert=$R1R1 $INSERT $R1R2
Secondary Plus=$RESET $R1R1 $PLUS $R1R2 $TR2 $MSG1
