[WT-support] DX cluster setup

See this section<http://docs.win-test.com/wiki/FAQ:DX_Cluster_and_wtDxTelnet>of
the FAQ.  It sounds like Win-Test and WtDxTelnet were not set up to
use
the same broadcast address and port number.
