[WT-support] CTY-2111 Country Files - 27 August 2011

To review, though you can use the Win-Test CTYFILES command to fetch these
updated country files, you may find it easier to do it with a batch script,
which I've uploaded as UpdateCtySCP.zip at http://bit.ly/wtscripts .

The scripts also fetch updated versions of MASTER.DTA and CALLSIGN.PAT.
