[WT-support] Support for WinKeyer version 23?

Hello

I would like to see that solution 1 is implemented, that Win-Test 
handles the PTT handling while the Winkey chip just handles the CW 
generation. That way you'd get rid of the PTT drop and from my point of 
view the amount of work implementing this should be quite minor. Also 
this would mean that it would be possible to use whatever port one wants 
for PTT.

Win-Test is not very good at generating CW. I have never had problems 
with any other software doing this except Win-Test. I've had several 
computers with stuttering CW before I started using Winkey, both with 
COM port CW generation as well as LPT port. Also the computer load has 
got an effect on this. So I think the "future" is using an external chip 
for CW generation but the PTT issue need to be solved so that we don't 
need tail times making us miss the first letters all the time.
