.. yes, leave it to Microsoft to confuse a MOUSE!
The Manual to which you provided a link does NOT match my Mouse. The
manual you cite is a Wireless Notebook PRESENTER Mouse 8000.
However I have a Microsoft Wireless LASER Mouse 8000 which does not have
bottom buttons nor Digital Ink button.
Both are Bluetooth, made by Microsoft, and bear the number 8000 but they
are not the same.
The important thing to me is that Win-Test is the only application I run on
this Laptop that does not work with the Microsoft Wireless Laser Mouse 8000.

It seems this mouse wheel / Windows 7 problem is not unique to Win-Test.

Note also that this particular mouse has a special "digital ink mode"
(toggled by a small button below mouse button 1); maybe the wheel doesn't
work when it is in this mode?

Wheel does work with other Applications.
I tried hooking up a USB Microsoft Intellimouse Optical and its Mouse Wheel
does change the Scale in Win-Test.

Except if the bandmap window is not the topmost window, I don't see any
reason why it wouldn't work.
