[WT-support] UA3 and cty_wt_mod.dat?

First off....ver 4 looked great here for IARU....Once I got the hang of
ESM it was awesome.  Just need to work out the RUN vs S/P modes.

I did notice that any UA3 that I worked showed as an invalid DXCC
country and I was using cty_wt_mod.dat.  

Anyone else see this?
