[WT-support] ARRL DX CW Cabrillo didn't have Section

I got it !

I always thought (and Olivier too, as he wrote this part of the code), 
that this Cabrillo line had to be filled with the State (or DX). I see 
it can be different for some ARRL sections. So, yes, for now, you have 
to fill it manually (read : edit the Cabrillo file).
