Well, it wasn't a bug in 2008.  From the 2008 WPX RTTY
Rules<http://www.cq-amateur-radio.com/36-RTTY_WPX_Rules_Jan08.pdf>
:

"Contacts between stations in the same country are worth one (1) point on
28, 21, and 14 MHz, and two (2) points on 7 and 3.5 MHz."

The 2009 WPX RTTY Rules
<http://www.cqwpxrtty.com/WPX_RTTY_Rules_2009.pdf>are different:

"Contacts between stations in the same country are worth 1 point regardless
of band."
