[WT-support] WPX RTTY bug in 3.25.1

Hi all

JE2UFF/W2UFF reported us a bug regarding the points for QSOs between 
stations in the same country : Win-Test currently credits 1 point on 
high bands (which is correct), and 2 points on low bands (which is *not* 
correct).

Surprisingly enough, this bug was in the code since two years, and 
nobody found it ?!

This will be fixed in the next release, but for your convenience, I just 
forced a "nightly build" (14-Feb-2009 12:51).
