I assume you are accessing PacketCluster data via the Internet, not via a
packet radio and TNC.  Make sure you do not have any COM ports defined as
"Packet Radio TNC" in the Win-Test Interface Configuration menu (SETUP
[Enter]).

If you do not have any, then it may be an error in communication between
wtDxTelnet and Win-Test.   Be sure to set up the broadcast address explained
here:

If all of that is set up, and you still have the problem, perhaps a firewall
program is blocking the packets.  Try running wtDxTelnet locally on the same
computer, and use the loopback address (127.255.255.255) as the broadcast
address in both programs.  If the problem goes away, it's probably the
firewall settings.
