[WT-support] Software lockout for bandchange ?

Hi Win,

the dx announcements window can limit the spots to those corresponding to
the current band of the radio (the mult in that case).

Doing a hw interface to prevent same band, is pushing the problem elsewhere
- getting "correct" and timely CAT data.
