It works for me ;-)

I'm currently using HF.DTB for the check partial and N+1, and LZDX.DTB 
(your file, once renamed) for the exchange guess, and if I enter LZ1IKY 
in a fresh log, it fills the report with "BL".

But, actually, I wonder what you're looking for ? Do (did ?) you want to 
use your file to be used for the partial (and N+1) callsigns or/and for 
the exchange fields ?
