This should work :

1/ Open http://www.hb9bza.net/lotw/lotw1.txt
2/ Save as LOTW.SCP in *text format* to your WT installation directory
3/ On LoTW contest file opening, WT should then load and use this file 
for Partial and N+1 checks.
