[wt4hq] IARU HFC 2019

Hi Larry, hi all,

we are preparing the HQ-activity for this year in Austria, and we would 
like to use the Wintest-HQ version with the tunnel again.

If it is right, the current version is still 4.28.0. And wt.4.28.0-HQ is 
also the latest version for this year I think.

For the wtTunnel there is 1.16.0_dev available, should we use that one, 
or just 1.15.0. ?? The whole software package worked last year perfect 
for all OE0HQ-stations with 1.15.0
