[wt4hq] Win-Test for HQ package 2011

Hello Larry,

figured out on Sunday that a new HQ version was ready for download. 
Using the old linux server side software from last year and either 4.8.0 full version _and/or_ 4.8.0 HQ version in the WAN worked perfect (but we didn't test it with all stations connected and heavy data traffic).

As a reminder to others - mixing versions (e.g. 4.5.x from last year with 4.8.0) is not a clever idea - the synchronisation will be immediately switched of on all computers).
