[wt4hq] Win-Test for HQ package 2011

Hi

The current Win-Test for HQ free package is now available :

- wt-4.8.0-HQ.exe
- wtTunnel-1.12.exe (tunnel client compatible with any WT version >= 4.6.0)
- wtTunnelSrv-2.4

wt-4.8.0-HQ is totally compatible with any official WT version >= 4.6.0 
in terms of files and network protocol. To ease its deployment, this 
special HQ free edition doesn't require any registration.

Reminders :

- One wtDxTelnet ONLY per connected cluster per LAN
- One wtTunnel (client) ONLY per LAN
- To enable sync on the WAN, one (and only one) WT must be set as 
bridgehead on each LAN (Options / Interfaces / Network advanced settings).
