[WT-support] IC-7800 Configure interfaces.

Win-Test 4.20 to 4.33 should support the IC-7800 with v3.1 firmware very
well, including display of both VFOs (4.19 does not). WT 4.20 and later
uses the new CI-V commands to read the sub VFO frequency. These commands
were first supported in IC-7800 Firmware *Version 3.1*. What version is
installed on DJ3WE's IC-7800 now?
In addition, there are many other things to check. How is DJ3WE connecting
his PC to the IC-7800? If using the IC-7800's RS-232C connector, *do not
use a Prolific USB-to-Serial adapter*. Or is he connecting an Icom CT-17
to REMOTE? Or a microHAM interface to REMOTE? If microHAM, verify that
the "CAT" settings match the menu values below, and that the microHAM
firmware and Router software are up-to-date.
Be sure to check the box: "Use CI-V Transceive" in Win-Test Interface
configuration.
The following CI-V menu settings in the IC-7800 v3.1 are critical and must
be set properly:
*SET > Others*
CI-V Baud Rate: *19200* -- Do not use the default (AUTO)
CI-V Address: *6Ah* (nothing else will work)
CI-V Transceive: *ON* (OmniRig software used by Log4OM and others will
turn this OFF, so make sure to set it back ON)
CI-V Output (for Ant): *OFF* (Use use ON for ACOM, SPE, SteppIR
Controllers, or Elecraft KPA1500 connected to REMOTE jack)
RS-232C Function: *CI-V*
