Yes, running the scripts from an Administrator command prompt is
recommended.

You're also supposed to run the Win-Test installer as Administrator
(reinstall), and then when it completes, change the shortcut to Run as
Administrator as well. It does not matter that you are signed in with an
administrator ID already, you have to select this option manually.

I guess the county files on the Win-Test servers are not getting updated as
quickly as they used to, which is why I prefer to use the scripts to fetch
the files directly from the AD1C website.
