[WT-support] CTY-2915 Country Files - 16 October 2019

In Win-Test version 4.28 I have downloaded the country files via Options ->
Data Files Country Files

The CTY_WT.DAT and the CTY_WT_MOD.DAT are both version 2017.10.20.00

I hope that is the latest version.

In the just ended SAC SSB contest we did work Z62FB 

https://www.qrz.com/db/z62fb confirms that the call exits. However, Win-Test
does not know Z62FB as a DXCC multiplier. 

It is the CTY version that is not up to date, or is there an error in
Win-Test?
