Did you also enable Ethernet and set the broadcast address and port number
to a value compatible with your IP address, the same value in every
program? Did you click the *By default* button to set the broadcast
address or just enter some value by hand?
I did a trace of network traffic and the Summary broadcast packets for the
SAC contest look like this:

I don't understand why you're using DropBox with Win-Test. Writing to a
live log file in the cloud doesn't make much sense to me, but I don't see
why that would affect summary broadcasts.
Perhaps off list you can send screen shots of Win-Test Interface
Configuration and all the configuration settings in your Unipost screens
and maybe the problem will be obvious. If not, send this information to
the scoreboard developer to see if they can figure it out.
