Thanks to G3WW for the test.  I forgot that logical constants such as
*false* have to be all lowercase in LUA.  Final corrected versions:

For Ctrl-Up and Ctrl-Down:

if wtQso:IsOperatingModeRun() then
  wtApp:SendCtrlKey("tab")
end
return 0

For Alt-F4:

if wtQso:IsOperatingModeRun() == false then
  wtApp:SendCtrlKey("tab")
end
return 0
