I had an extra blank in there.  Try:

For Ctrl-Up and Ctrl-Down:

if wtQso:IsOperatingModeRun() then
  wtApp:SendCtrlKey("tab")
end
return 0

Assign to Alt-F4:

if wtQso:IsOperatingModeRun() == False then
  wtApp:SendCtrlKey("tab")
end
return 0
