[WT-support] Meaning of XDT file?

Hi,

I have been following this itu.dtb and iaru2017.xdt discussion closely but
still I don't understand the meaning of the .xdt file. If the itu.dtb will
give the prefill and multiplier check for bandmap why is the .xdt file used?
