With the help of DL1MGB who clarified few details I missed, I just 
released a first beta/dev WRTC 2018 version.

As usual, this WRTC version will be free of charge, and will not require 
any registration. It's restricted to the IARU HF contest, and follows 
the current WRTC 2018 rules and scoring.

Note that this zip package includes the dev exe only, and is not a 
complete installer. It means you need to have a previous complete 
Win-Test version installed (any version), and move the dev exe in the 
same directory to run it. Also, it's only available in English.

The final version will include an installer.
