[WT-support] Win-Test for WRTC

I would like to use a WRTC version of Win-Test for IARU.  I found a link to
version 4.13.0-dev, but I get the following error when trying to install it:

"Cannot find 'DIPortIO.dll."  Please, re-install this application."

I found an old version of DLPortIO from 1999, but I can't install it in on
my Windows 10 machine.

Can someone point me to a version of Win-Test to support WRTC or help with a
reliable source for DLPortIO that is compatible with Windows 10?
