[WT-support] ARRL 10 Multiplier Change

If it is going to change, it will probably be in the development version,
so watch for an update here:

If it doesn't change, just log any CMX stations as DF, and send in the
Cabrillo file.  The log checking software will accept either abbreviation
this year.
