[WT-support] New Experimental IOTA exchange numbering

It was installed as admin, but the dev version is only an .exe file that
you must place into wt directory. The file was executed as admin too but no
luck.... O have tested into my olf aspire one laptop with W10 and it run
fine... I don't know what happend with this laptop but the previous version
of dev. File runs ok......
