Thanks Joe.

I've added all that data to an iota.dtb file that can be used for *both*
pre-fill and super-check partial.  It includes all callsigns from the
latest MASTER.SCP file as well as all those listed in iota2016.xdt.

Anyone can download both files here:

Open the iota.zip file and extract iota2016.xdt to the /extras directory.
Extract iota.dtb to the /databases directory (you can locate these
directories by using File | Explore in the Win-Test menu).

Start Win-Test and open an IOTA contest file.  Right click on the Check
Partial window and select "Used files...".  You should see iota.dtb listed.

(Optional) Press Alt-X to view the Extra Data Window, right click, select
"Extra data files...", click [Add...], select iota2016.xdt, click OK.

Test:  Enter a callsign like 9Q0D and you will see it show up in the check
partial window and the Alt-X window.  The IOTA number will be pre-filled
when you type the last letter.

Note:  IOTA numbers and country names for KH6 and other standard island
prefixes is obtained from the CTY_IOTA.DAT and IOTA.DAT files (in the
/countryFiles directory).  Download new (2015) versions of both files from
http://download.win-test.com/files/country/ to your local Win-Test
/countryFiles folder, then restart Win-Test.

I've converted it to a .dtb file and updated the zip file:

IOTA
data files compiled by OZ0J.

On Windows 7 and later:

1. Extract iota2016.xdt to C:\ProgramData\Win-Test\Extras\
2. Extract iota.dtb to C:\ProgramData\Win-Test\Databases\
3. Make sure C:\ProgramData\Win-Test\CountryFiles contains IOTA.DAT
   (download latest from http://download.win-test.com/files/country/IOTA.DAT
)
4. From the Win-Test menu, select Tools | Data Entry | Exchange Guessing |
Automatically
5. Press Alt-X to view the "Extra information" window
   Right click on the window, select "Extra data files..."
   Click [Add...], select iota2016.xdt, click OK
5. Enter a callsign like 9Q0D to test prefill

For the IOTA contest, Win-Test will use iota.dtb for BOTH check partial and
pre-fill.
You can verify this by right clicking on the Check Partial window and
selecting
   "Used files list..."

Win-Test will also use IOTA.DAT to prefill based on known prefixes.
