J77HQ and J87HQ have been in the latest .dtb file for a long time, so your
copy of Win-Test is probably reading the wrong .DTB file.  This usually
happens if you neglect to change the Win-Test shortcut Properties, under
the Compatibility tab, to *Run this program as an Administrator*.  In that
case, Win-Test looks in a different virtual folder for the itu.dtb file.

Even though selecting *File | Explore | / databases directory* in the
Win-Test menu shows that the itu.dtb file is there, Win-Test will not use
it unless Win-Test is configured to run as an Administrator.  Being logged
in with an Administrator ID is usually *not* sufficient.

Also, make sure the file is named itu.dtb, not itu.dtb.dtb.  Windows hides
the last part of the file name (the "extension") by default.  Step-by-step
instructions for fixing Windows so that you can see the full file name in

Check the file dates inside the Zip file too.  They should match the file
dates in your /databases directory.  And of course you have to unzip the
file and replace any copy that is already there.
