[WT-support] The 60 m band is now supported

Hi

Considering that many additional countries now have the right to use the 
60 m band, I finally added this band to the HF DXPed logs in the current 
dev version, available here :

http://download.win-test.com/v4/nightly/wt_dev.zip  (usual credentials 
required)

Of course, the next official release will include this band as well.

As the band plans are very different among the countries, the default 
band plan used to set mode from the cluster spots may be not adapted to 
your particular case. Please use the Radio Wnd / Properties / Band plan 
dialog to adjust it to your needs. And update your customized band plans 
(if any) if needed.

Also, be aware that new HF DXPed logs with 60 m QSO inside can't be 
opened with any previous version of Win-Test. At least, they can be 
opened, but the 60 m Q will be considered as errors and deleted if you 
want to fix the errors.

Finally, to prevent mixing 60 m capable and 60 m non-capable versions in 
a network, a newer protocol version has been issued, ensuring all 
versions are identical.

Other LF bands (2200 m and 630 m) may be added in the future as well.
