[WT-support] Wintest Support for FT991

Hi.

Thank You for workaround with Omnirig.

I have just tested it.

Wintest reds frequencies from FT991, but doesn't control transmitter.

I tried to send CQ on CW, send my callsign, try to send carrier, but it
doesn't work.

I suppose that Omnirig ini file for FT991 just supports frequency readout /
setting by nothing else.

Is any chance to bring workaround to be functional or better to get FT991
support directly for FT991.
