You cannot use 4.13 and 4.16 on the same network, probably because of the
network protocol changes noted in the Release notes:

4.15.0 (Nov 22, 2014)

- CAUTION: New network protocol version 1.27 released

4.14.0 (Oct 19, 2014)

- CAUTION: New network protocol version 1.26 released

You can try using version 4.13 and 4.13 HQ.  Or perhaps Laurent will
release 4.16 HQ before the IARU contest, if he has time.
