Isn’t the problem you need arrl-usve.dtb in the databases directory to get the State auto-filled ?
Given the age of the one on the downloads site (2007), this probably needs to be rebuilt from recent logs.

Sorry, I cannot understand what you are trying to do. Please explain step-by-step what you are doing.
