Unfortunately the Icom command set provides no way to send voice memories
via software, only CW memories.
Maybe some day Icom will provide a firmware update that adds new voice
keyer commands. I've been asking Icom to add this feature for years now,
but so far, nothing.
In the mean time, if you have a computer with a parallel port (LPT), maybe
someone can design a circuit to convert the LPT signals that Win-Test can
generate to control a legacy "external DVK" to the signals generated by
pressing *buttons* on the Icom "External keypad" (see circuit diagram on
page 2-7 of Icom IC-7700 manual).
