There may be an easier way to make the file, but this works for me.

I can't find any easy way to convert CSV files to .dtb files for Wintest.  I
want to convert the file found at:


http://www.arizonaoutlaws.net/downloadable/2013ARRL-RTTY-RU-Call-History.csv

to a binary dtb file for the ARRL RU contest.  How can this be done?
