[WT-support] DTB databases

No, I did not rename. I select correct contest - ARRL DX.
I did try various guessing options - no cure.
I tried to place two files in the databases directory: ARRL-USVE.DTB
and ARRL_USVE.DTB. The correct one seems to be first one, because it
is updated after WRITEDB.
I will try ARRL_DX_USVE.DTB today after come back home.
And the last resort is later today I will be able to test it on
registered v.4.9.1. If that won't help I will give up.
