[WT-support] Updated batch file to fetch Win-Test CTY and MASTER files from the Internet

I've just uploaded the Windows batch file that you may use to quickly
download and update all of these files, using a single command or
double-click:

MASTER.SCP
MASTER.DTA
MASTERDX.DTA
MASUSVE.DTA
MASTERSS.DTA
CTY.DAT
CTY_WT.DAT
CTY_WT_MOD.DAT
CALLSIGN.PAT

The batch file only downloads out-of-date files.  Run them whenever you get
a notification that the super check partial or CTY files have been updated.

Files are automatically downloaded to the correct Win-Test directory,
depending on your operating system.  It assumes that you are using Win-Test
version 4.

Just go to

and download UpdateCtySCP.zip, then follow the updated instructions in the
Readme_ctyfiles.txt file.
