Chances are good that your Windows computer is set to hide the true file
name (an awful default "feature" of Windows), so that a file that is really
named MASTER.SCP.SCP or MASTER.SCP.TXT is displayed by Windows file manager
as just "MASTER.SCP".  Win-Test will totally ignore a file named
MASTER.SCP.SCP or MASTER.SCP.TXT.

The Wiki documentation provides step-by-step instructions explaining how to
change Windows settings so that you can see the true and complete file name
of all files displayed by Windows File Manager, then you can Right Click
and RENAME the file if required.

If all else fails, rename MASTER.SCP to DEFAULT.SCP and do REOPENNOW; this
will override use of HF.DTB for all contests.
