[WT-support] New Win-Test LUA scripts to control Elecraft P3 Panadapter

For those with an Elecraft P3 Panadapter, you may have noticed some
frustrating behavior.  It is very common for the P3 to get into a state
where it displays "below the band" frequencies (e.g. 13.075 - 14.025),
wasting valuable space on the display, and creating distractions.  If you
find yourself constantly readjusting  the P3 "Center" and "Span" controls
while contesting, these new Win-Test scripts are for you.

The new scripts quickly reset the P3 to a "reasonable" display range, based
on the current location of the VFO, the current mode, and the requested P3
span (frequency range).  All you have to do is type "SPAN/50", say, in the
logging window, and the frequency range will be reset to 14.000 - 14.050 or
an appropriate value so that the normal tuning and P3 scrolling will
eventually put the left edge of the P3 display right at the lowest CW (or
USA Phone) band limit.

Feedback encouraged, but private messages to me are preferred since P3
