[WT-support] SCP update

My suggestion is to name it default.scp

Then it will be used always for every contest. If you have master.scp then
contest-specific files will override it.

If you don't have contest specific master databases or don't want to use
them then always rename it to default.scp!

Hi Vaso...then do I have to change the name...I have been successful
in putting the Master.scp file in that directory...but it is not being
used by win-test...what else do I have to do??
