[WT-support] New GetScores conduit

Hi all

Having recently  discovered virtualBox for the mac and being able to run
windows on it efficiently I decided to have another go at coding a conduit
for Win-test and GetScores.

I started from scratch and this time the code is safely stored, supports
multi-threads,  is in C# and does not depend on any external dlls which
means it is easier for me to maintain. It should work with wt4 and wt3
although I have only tested the former.


V2.0 Beta is out for brave individuals who would like to test it. There are
still some issues with band by band breakdowns which I will investigate
further but overall mults and qsos and scores seem to work OK. I am sure
there are more problems so please feel free to email with any bugs.
