Go to http://bit.ly/wtscripts and download UpdateCtySCP.zip.  Unzip that
file to any directory in your PATH, start a Windows command prompt, then
type CTYFILES (Windows XP) or CTYFILES7 (Windows 7 / Vista) to run the batch
file.

The batch files assume that wget.exe is installed in C:\Program
Files\GnuWin32\bin\ .
