Here are the release notes:

15 October 2010 (CTY-2007)
VER20101015, Version entity is Kuwait, 9K

    * Fixed problem in COUNTRY.DAT for NA in that TR/Gabon had a
      latitude of -0, which caused NA to crash.
    * Fixed several cases where the longitude for CE9/Antarctica was
      -0.00, it's now 0.00
    * CQWW.CTY and IARU.CTY for CT8 both now have many more
      prefixes/zones for BY, UA and UA9, and some fixes for VE. Note
      that CT8 has some internal logic for determining CQ and ITU zones
      for BY, K, VE and VK.
    * CTYHDG.EXE was corrupt, working version restored
    * CTY.DAT now has an extensive list of prefixes for BY, K, UA, UA9,
      VE and VK
    * N3FJP (arrlpre2.txt and cqwwpre2.txt) was missing B0 and B9 prefixes
    * N3FJP (arrlpre2.txt and cqwwpre2.txt) was missing some "valid
      prefix" flags
    * N3FJP (ADIFCnt.txt) now has correct ADIF country codes for new PJ
      entities
    * WF1B.dat (for WF1B) was missing all callsign overrides (like
      4U1WB), now fixed
    * USA callsign exceptions from New Mexico were incorrectly
      identified as the 6th call area
       
    * More calls for Shetland and Fair Isle, GM/s
    * GB1HTW is Wales, GW
    * GB4RC is Wales, GW
    * HF0POL is South Shetland, VP8/h
    * N7I is Hawaii, KH6
    * L1 is Argentina, LU
    * TO3GA is Martinique, FM
    * VE2DXY is Canada, VE in CQ Zone 2, ITU Zone 4
    * VO1AU/BY1DX is China, BY

    Retired Callsigns/prefixes:

    * EA8FC/1 as Spain, EA
    * GB1HAS as Wales, GW
    * GG100GGR as Scotland, GM
    * LU2BPM/D as Argentina, LU
    * VA2PL as Canada, VE
    * VE8DX as Canada, VE

    * VU40 as India, VU
