In wtDxTelnet:  Options | DX Cluster Properties

Hostname:  localhost
Port:  7300

No user id or password.

x Autoconnect at startup
x Try to restore connection automatically

OK

Start VE7CC

In wtDxTelnet, DX Cluster | Connect
